Patti Hart,
President and CEO of Telocity, a leading nationwide provider of end-to-end residential
broadband services to and throughout the home. Prior to joining Telocity, Ms. Hart was at
Sprint Corporation, where she served as President and Chief Operating Officer of Sprint's
Long Distance Division from February 1994 through April 1999. She oversaw all operational
aspects of the division, which provides voice and data communications products and
services to Sprint's consumer, business and government long-distance customers. Ms. Hart
has been featured in the Wall Street Journal and Upstart magazine and was noted by Fortune
magazine as "the leading lady of telecom services."
Measuring Success in the Future Broadband Market - The
advent of broadband Internet technology is finally catching up with the enormous demand of
users for high-speed Internet services to and throughout their homes. Thus, it is
increasingly important to focus on the wants and needs of the home-user for high-speed
Internet connectivity and service. High-speed Internet access allows home users to utilize
services never dreamed of when using narrowband technology, such as streaming audio and
video, virtual private networks and home networking, in addition to the obvious utility of
being able to surf the web or download files up to 50 times faster than one can with a
standard 28k modem. Ms. Hart will bring her vast telecommunications experience to
understand what the future hold for residential broadband and how to be successful in that
new marketplace.

J. Scott Armstrong
(Ph.D. from MIT, 1968) is Professor of Marketing at the Wharton
School, University of Pennsylvania, where he has been since 1968. In addition, he has
taught in Switzerland, Sweden, New Zealand, South Africa, Thailand, Argentina, Japan, and
other countries. He was a founder and editor of the Journal of Forecasting and of
the International Journal of Forecasting, and of the International Symposium on
Forecasting, held annually since 1981. A study in 1989 ranked him among the top 15
marketing professors in the US. In another study, he was the second most prolific Wharton
faculty member during the 1988-1993 period. The second edition of his book, Long-Range
Forecasting, was published by John Wiley in 1985. His book, Principles of Forecasting: A
Handbook for Researchers and Practitioners, is scheduled for publication in late 2000 by
Kluwer. Finally, he has developed and maintained the Forecasting Principles website
(hops.wharton.upenn.edu/forecast).
Principles for Telecommunications Forecasting - I
first describe principles that are relevant to telecommunications forecasting. Some
principles are counterintuitive, such as to avoid judgmental revisions to quantitative
forecasts. Then I describe a systematic procedure for auditing whether the proper
principles are being addressed in a given situation. The audit uses the Forecasting
Principles Spreadsheet as a decision aid. From the audit, one can learn whether the
principles are being followed. Forecasters often ignore guidelines, including those
regarded as reasonable. Finally, what can be done to improve the use of forecasting
principles? Among the various suggestions is the use of an intranet site that incorporates
methods and information, and that tracks forecasts.

Dr. Joong-soo Nam
is the Vice-President of IMT-2000 Business Group of Korea Telecom. His major
responsibility is to obtain a license for the business and prepare for successful
launching of the services in the market. For last 20 years, Dr. Nam has played important
roles as critical changes have taken place in Korea Telecom. Dr. Nam has a Ph.D. from the
University of Massachusetts and an MBA from Duke University.
The Future of Global Wireless Markets with 3G Mobile Systems:Dr.
Nam will explore the various new services that will be available with third generation
wireless. The Third Generation Mobile Systems, also known as IMT-2000 (the International
Telecommunications Unions International Mobile Telecommunications-2000) "will
fulfill one's dream of anywhere, anytime communications a reality." IMT-2000 provides
framework for worldwide wireless access by linking the diverse system of terrestrial
and/or satellite based networks. It will exploit the potential synergy between the digital
mobile telecommunications technologies and those systems for Fixed Wireless Access (FWA).
Dr. Nam will explain the various aspects of IMT-2000 services;
government policy on licensing, technological standards, demand forecasting, and
applications. He will use Korea Telecom's plan for the new services as a case study and
provide background on the Korean telecommunications industry.

Ray Horak
is the founder and President of The Context Corporation, an independent consultancy
based in Mt. Vernon, Washington. Ray is an internationally acclaimed lecturer and author,
noted for his skill in making complex technical subjects understandable at all levels. Ray
is the author of the best-selling Communications Systems & Networks, published by IDG
Books and now in its second edition. He has authored well over 100 articles for leading
industry trade publications. He has 30 years experience in networking, having held
management positions with Communications Group Inc., CONTEL and various CONTEL
subsidiaries, and Southwestern Bell Telephone Company. His experience also includes
AT&T and Bell Telephone Laboratories. Ray holds BBA and MBA degrees from The
University of Texas at Austin.
